Sugar Land karate instructor arrested for allegedly raping teen boy, according to documents
William Propper is free on a $75,000 bond following his arrest by Sugar Land police on Sunday. Propper allegedly raped a teen boy during a summer camp at the Safety America Karate school about two years ago, according to the warrant.
He told the boy, who was 13 or 14 at the time, that he was “mature enough” for the sexual act, authorities say.
