WASHINGTON — DC Police need your help locating 1-year-old Morgan Carter. Police told us Morgan was last seen on Oct. 31 in the 5300 block of E Street, SE. The incident wasn't reported until Monday. Officers believe this is a domestic situation and are working to locate Morgan and the adult they think has custody of her.
